Description
The County of Yuba is currently recruiting for the position of Legal Services Specialist in the District Attorney's Office to establish an eligibility list for upcoming vacancies. Under general supervision, the incumbent performs varied and specialized confidential legal support duties, requiring thorough knowledge of the assigned department, division, or program, its procedures, and operational details; provides administrative support to legal staff; assists with calendaring and scheduling; composes and prepares correspondence using judgment in content and style; performs skilled word processing, data entry and organization, recordkeeping, statistical and technical report preparation, and filing; prepares legal documents; assists in case coordination and filing of documents in a timely manner; and performs related duties as assigned. The Legal Services Specialist is a County-wide classification. The employment list established from this recruitment may be used to fill additional vacancies in other departments.
Examples of Duties:
- Perform legal and administrative support duties related to the assigned functional area and department.
- Draft decrees, orders, judgments, motions, pleadings, subpoenas, contracts, briefs, ordinances, and other legal documents, correspondence, memoranda and reports, depending upon the office to which assigned, from notes, brief instruction, dictated tapes or printed materials.
- Verify, code, edit, enter, file and retrieve legal data and prepare reports using a computer system following established format.
- Verify, code, calendar and schedule court dates, meetings, and appointments for attorneys; file or arrange for the filing of documents, legal briefs and other necessary paperwork with the court.
- Process a variety of legal agreements, contracts, etc., following attorney's instructions.

Qualifications:
Minimum: Equivalent to graduation from high school and three (3) years of increasingly responsible clerical work, with some experience providing office support in a legal office or court setting.
Preferred: Completion of at least two years of college (60 semester units) in a related field and at least two (2) years of experience as a legal secretary or providing office support in a legal office or court setting.
Special Requirements:
The ability to obtain a valid California Class C driver's license within ten (10) days of employment. Successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

MINIMUM QUALIFICATIONS:

INTERVIEW SCREENING:
Interview screeningisanextension of the application process. Used as a secondary method ofscreening large applicant pools.
ONE-WAY VIDEO INTERVIEW:
One-way interviews may be used as an extensionof the application process, as a secondary method of screening large applicant poolsor as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process,applicants are provided detailed information includinginstructions, interview practice optionsand 24-hour direct support from the County's vendor, Spark Hire.
EXAM:
Applicants who have successfully met the minimum qualifications and completed any screening processes must successfully complete the Cooperative Personnel Services (CPS) Exam with a passing score to continue to the next phase of the recruitment process. The CPS Exam may potentially be administered online using County computers.
IN-BOX WRITTEN EXERCISE:
Qualified applicants may be required to participate in a proctored in-box exercise, which will take place on County computers. This exercise will be scored and weighted using pre-established criteria. This exercise will be used in establishing the rank order of the employment list.
QUALIFICATIONS APPRAISAL PANEL:
This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualificationsfor the positionwill be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.
PRE-QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE:
Must complete the Pre-Qualifications Supplemental Questionnaire, stating that you have the ability to type at the speed of 40 net words per minute.
WAIVER OF SELECTION PROCEDURES:
When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circ*mstances.
EMPLOYMENT ELIGIBILITY LIST:
An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENT INTERVIEW:
The District Attorney's Officewill notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
